Preliminary Stakeholder Engagement

An in-depth engagement strategy was established to ensure inclusivity and consensus-building by incorporating diverse perspectives and expertise, facilitating a more holistic, viable, and community-oriented development plan.

The engagement plan was structured around four pivotal macro-phases: Assessment, Plan, Action, and Monitor, each comprising specific activities.

  1. Assessment: This phase engaged in activities to assess and understand the stakeholder landscape in Mykolaiv, identified necessary entities, and defined needs for initiating a sustainable master plan.

  2. Plan: This stage was focused on creating a shared vision and strategies, addressed contextual challenges at the neighborhood level, and constructed a collaborative vision to meet common goals and specific needs.

  3. Action: The emphasis in this phase was on developing actions and mechanisms for the transparent and accountable implementation of the master plan, with roles and responsibilities of stakeholders clearly delineated through a RACI matrix.

  4. Monitor: Monitoring mechanisms were instituted to assess the quality of the participatory process and stakeholder perceptions during implementation, providing insights for refining and enhancing the process in future phases.

Once the four macro-phases were clearly defined, a comprehensive engagement strategy was designed to provide a structured approach to interact with different stakeholders, enabling organizations to build strong, positive relationships with the community, customers, employees, or other relevant entities. An effective engagement strategy facilitates clear communication, fosters understanding and cooperation, and ensures that the varying needs, preferences, and expectations of all stakeholders are acknowledged and addressed. This proactive approach is essential in enhancing the overall success and impact of projects, initiatives, or organizational objectives, ensuring sustainability and support from all involved parties.

Online Questionnaire

The Working Group created four specialized questionnaires to reach diverse population segments including residents, youth, local businesses, and Internally Displaced Population (IDPs), disseminated virtually by the municipality from June 27th to July 16th, 2023, receiving 2,226 responses. These surveys, rich in socio-demographic details, were analyzed by UNDP, and the results were shared with the working group and published online. Given the pre-existing comprehensive report, One Works specifically concentrated its analysis on aspects crucial to the development of the masterplan.

The focused themes included citizens' views on their future in Mykolaiv, perceptions of safety, the condition of local businesses, priorities for post-war reconstruction, and attitudes towards community engagement.

Mykolaiv Analysis

First phase for development of the future masterplan for the city of Mykolaiv, included a series of assessments and studies have been conducted to ensure a successful implementation.

Second phase of work includes the design of various components of the future city, together with local and international partners, based on the analysis conducted.
